Our Story
Founded in 1999 by Kate Cleary, the Consortium for Children (CFC) was established to address critical gaps in the child welfare system. With a focus on preventing further loss for children, CFC developed the Permanency Planning Mediation (PPM) program to facilitate post-adoption and legal guardianship agreements. This initiative helps maintain vital connections between children and their families of origin, expediting their exit from foster care.
In addition to PPM, CFC expanded its impact through the Structured Analysis Family Evaluation (SAFE) program, which trains and supports child welfare professionals conducting home studies for foster and adoptive families. Today, CFC is recognized internationally for its unique contributions to child welfare and adoption.
